Regulatory Notice

United Arab Emirates

Hourani & Partners Legal Consultancy FZCO (“H&P”) is authorized and duly licensed by the Dubai World Trade Centre (License # L-1457) and the Government of Dubai Legal Affairs Department (License # CF-2021-00158) to provide advocacy, legal consulting, and other legal services.

Advocacy and certain other legal services are provided by Hourani & Partners, a law firm authorized and duly licensed by the Dubai Department of Economic Development (License # 104453) and the Government of Dubai Legal Affairs Department (License # ADF-2012-78).

As the official professional regulatory body in Dubai, the Department of Legal Affairs also has jurisdiction over the individual attorneys practicing in Dubai where applicable. The Dubai government through the Department of Legal Affairs requires attorneys to be individually licensed by it in order to lawfully provide legal services in the Emirate. There are a host of requirements to be satisfied and standards to be met – including on a recurring basis in the form of continuing legal education – in order for an attorney to become and remain duly licensed and registered to practice law in Dubai.

In jurisdictions where H&P does not have its own presence or license to practice law, legal services are provided through associations with separately constituted and regulated entities, each of which carries an independent license to practice law. Each of these associated law firms provides legal and other client services in accordance with the relevant laws of the jurisdictions in which they respectively operate, and is subject to the laws and professional regulations of such jurisdictions. Moreover, they may from time to time adopt various practices and procedures that are aligned with H&P to the extent permissible, however they are independently owned and operated by their respective members, partners and/or other principals.

The use of terms or phrases such as “associated practice”, “associated firm”, “integrated practice”, “international legal practice” or similarly encompassing designations on this website is purely for convenience only and is not intended to imply that H&P and/or any of the law firms associated with H&P are operating as a single firm that is engaged in the provision of legal or other services in multiple jurisdictions, or are operating in partnership together, or that any of them accepts responsibility for the acts and/or omissions of the other. Moreover, any reference to a “location”, “office”, “presence” or similar terminology means a location, office or presence of H&P and/or any of the law firms associated with H&P, as the case may be.

Legal responsibility for the provision of legal services to clients is set out in the engagement letters entered into between clients and the relevant law firm and the terms of such engagement letters should be relied upon in determining liability for the legal services provided. Any explicit written agreement and/or consent of both entities involved, no entity is responsible for the acts or omissions of, nor has any authority to obligate or otherwise bind, any other entity.

In accordance with the common terminology used in professional service organizations, the term “Partner” is used throughout the H&P Website to refer to a person who is a member, partner, shareholder or person of equivalent standing or authority in H&P or any of the law firms associated with H&P. The term “Partner” does not mean that they are all partners of each other or that they are partners in the legal sense. They may be an employee, consultant, partner, shareholder or member of the relevant entity or undertaking.
